after a joint press appearance with Norwegian Prime Minister Jonas Gahr Store, journalist Helle Lyng called out to him, asking why he does not take questions, but got no response.

Apparently it wasn't a press conference, it was a briefing.

So that means there should've been no questions, obviously.

Modi has not held a traditional solo press conference since taking office in 2014, and has rarely answered questions from journalists on his trips abroad.

Appropriate time or not, running from questions is what he does. That's a fact backed by 12+ years of ZERO press conference or unscripted interviews.
