Some people might be too involved with their family, or vice versa, and find themselves more productive in the office than in the house. I've never worked a job possible to do an at home position, but in college i prefered to get most of my work done in the campus library even though many students were treating it like a living room. I found it easier to stay on task and I was closer to important resources.
I prefer working in a place that I go to and away from the distractions of home. It's really hard for me to compartmentalize my duties from my leisure when I work at home. When I have to go to work, and be in a totally different environment, I'm much more productive.
That said: I do not advocate for forcing everyone to work the same way, just like we shouldn't force everyone to learn the same way. Find out what works for you and do that. Avoid companies that mandate a work environment that does not suit your productivity needs.
WHERE we work to be our most effective is immaterial. We strongly prefer the right to be our most productive.
Having said that, my home office is awesome. My view is awesome. My desk is awesome. My cat is ... acceptable. I enjoy my office and my cat and voice chat over a commute, every day of the week.
But I support the efforts of someone's love of commutes and chitchat and their goal to be there if they're the most effective in that space. I will not pretend to understand it, but I support and would defend it.
