Part of the FELS (Field Expedited Laundry System). This concept goes back to the 1970s, with the modern AN/M199 system having supplanted the old ones.

In these systems uniforms can be quickly washed without the soldiers having to take them off. Instead up to 9 soldiers at a time enter the the main compartment which then washes and then spin dries both the soldiers and their uniforms.
