That's why their own coal use keeps hurting themselves so badly.
Any other place on the planet, wind blows the hot air away. The Himilayan mountains prevent that, so all the extra heat and particulate matter India gets from their own pollution, just fucking hangs there.
If it wasn't for that their damage would spread out more and not effect themselves as badly.
So it sucks for Indians, but even with this direct local results, they're not changing shit. It's a safe assumption they'd burn however much coal it took to get them to this point, so at least this way it's less total pollution.
It's like some guy that won't stop punching himself in the dick, it's bad but at least he's mostly hitting himself.

no no. its more private bunkers but until we use them we go everywhere by private jet to have coal burning parties.
