Did they use a different crane to get that crane up there? Such a tiny crane to have up there. Surely the crane they would have had to use to put it there could just do whatever they intend to do with this tiny crane?

Prevent the building from racking under wind load. it also helps transfer load downward.
look up metal building cross bracing. Same concept.

I mean this exact layout... is a cartoon. This style is normally just stiffeners before you pour the floors and add the walls.
