If the information that debunks the propaganda wasn't readily available, sure you could call them victims. But in this case it's just willful ignorance, and that's on yourself, so at best a victim of yourself. But they are not blameless victims, and completely responsible for their own misery here.

They should heat it to a sub boiling temperature for a long period to kill the bacteria widely ruining the flavour or consistency of the milk.
