EU's response regarding to Apple not introducing Siri AI in the EU due to the Digital Marcets Act (DMA)

I.e monopoly by default.

I'm not sure I understand how he thinks Apple isn't allowed to not ship the Siri AI stuff to EU? That seems completely reasonable if they can't make it abide by their laws?
