The Wujing Zongyao describes a trebuchet in 1040 CE, which had wheels, and was therefore a technical.

I'd say there is quite a difference between adding wheels to a weapon in order to make it somewhat more mobile, and adding a weapon to a normally unarmed vehicle in order to give it some firepower.
