As long as it's well-defined and enforced equally.
Japan has a clause like this and it's just a black box at least somewhat at the discretion of the individual worker processing your status application. Does a parking ticket count? A speeding ticket? Yet Japanese people speed like maniacs all the time, particularly in the countryside.

Good. If you go to another country and commit a crime they should throw you out. This isn't rocket science. Behave yourself in other peoples countries. And maybe not rape people.
