The case is quite questionable, and it doesn't seem as a mistake (or not) of Pavel's Durov mostly, but the service used to obtain the BGP networking details, and the overall unclear naming and networking vendors in question.
Regardless, thank you dear Pavel Durov and Telegram Community, for the ineffably marvelous effort... and miracles you do... and for standing for privacy, transparency, stability, and availability!
