The clarification post seems to indicate no subscription is necessary for local co-op, just separate accounts.
It's saying you can't have a guest playing like how local play used to work on Xbox years ago. Both players need accounts.

Oh, I misread. Still stupid to require an account at all. Just let people play and enjoy games. I miss when I didn't have to be logged into a billion services to do anything.
