I'd say it's absurdist humor. The thought of having such a highly specialized profession be treated like something as commonplace as a barber (both doing work on the head) is pretty absurd.
Could also be some play on the history of barber-surgeons, where the professions were one in the same.

I think it's slightly more specific, "What if a neurosurgeon operated like a barbershop?", but yeah that's the gist of it.
