At first I thought it might be unable to display mods across instances, but then for some communities mods from other instances do display just fine.
Image 1: Voyager shows comm has no mods
Image 2: Same comm in web interface shows there is a mod
Image 3: Voyager shows a comm with cross-instance mods

It’s got something to do with either a low amount of mods, but more likely it’s a bug where mods aren’t displaying if all mods are from the same instance as the community.
