So a Catholic deacon is claiming that 20% of people procrastinate and that’s somehow a problem? There aren’t really any solutions proffered in this article. There are vague suggestions that it would be nice if the government offered inventives to pay taxes early but that’s not a thing so what strategies are actually being suggested here?
The researcher is Dr Joseph Ferrari of DePaul University. Lots of journalism about this besides compromised WaPo's, just web search it if you're interested.
