One person creates the original artwork (eg a movie), one sees potential in a screenshot and makes a template, yet another one applies the template to a new context. All of these are humans. What matters is not who exactly made it, the question is was it humans or AI.

Even if it wasn't the original artist, memes are a derivative art form which still requires certain skills and actual effort, unlike "AI" "art".
