American toads. They get trapped in the ground wells( for checking continuity of the sites grounding ring, under ground) often.
Edit: Added a picture of a ground ring. The well is a spot that is accessible from above. I usually remove the gravel around them if I can, to make the sides taller. And I put a rock in the hole on top. A lot of companies are moving away from this tipe of cover. Sometimes the lid is just missing. I guess I could get some screen but that would probably get pretty expensive for me. I check the wells at every site go to. Rescue as many as I can.

And then from the toads' POV, presumably they assume the rings are full of shallow water..?

I'm not really sure why they go in them. I added a picture of the ground ring. Depending on the ground water levels around the area, they can be filled with water, but not usually.

I spent a bit trying to look up where these toads are ending up. All the searches I could find for grounding the towers just look like rods in the ground with no openings around them, and the people testing mainly looked to be using clamp meters or test boxes, nothing down in the ground.
I did find these enhanced ground rods that look like things could get in there if the cover was off, but they dont look deep enough where you'd need a handled scooper like you have. I could see toads hiding in these to get out of the sun and enjoy some humidity, but your gadget makes it seem deeper than this.
Are you able to show a picture of the place they are falling into?

Not sure why they are not filled in,and just a loop sticking up. The one I covered with a big stone. The other, I put a small rock in the little hole in the cover.

Thank you! That is much more clear! I was probably just searching the wrong things.
It looks high for them to jump into for no reason, and not like something they'd just wander into because there isn't anything to keep the sun off or trap moisture if the cover isn't on.
I'm sure the bumpy lil guys are glad you check for them!

Seems like job for a 3d printed ladder that could be stuck in every hole so they can climb out.
