My headcannon is that NASA made a deal with the devil to get us to the moon early and ever since they've been repaying their temporal debt by every project being delayed.

Oof. Doesn't look like Starliner will make it to six flights before the ISS is retired, and even three flights is looking increasingly unlikely.
