what's "Vote quota used"?

when i go to my profile there's "Vote quota used" and then a bar graph that's roughly a third filled.
i am guessing you have a certain amount of upvotes within a certain timeframe but neither one is mentioned in that section!?

edit: i can't select "choose answer" (does nothing) so i just flair it as solved

To reduce server load and network traffic, a maximum number of votes that can be cast each day has been set at a level that will only affect the top 2% of voters, leaving the bottom 98% unaffected.

It's weird but I understand the limitation. I do a lot of drive-by upvotes and downvotes for good stuff and bad stuff, and I'm currently at 50% which is fair for a Saturday.

It resets at midnight, UTC.

By my calculations, only 2% of people will use up all their quota. I'll be monitoring this to see if it unfairly restricts too many people.
