On June 3rd, I bought women's boots from the seller theeverstore_1.

On June 4th, the seller theeverstore_1 created tracking number 1Z14V534YW18751642, but did not received the item to the post office for shipping. According to eBay, the item was supposed to arrive on June 12th.

A month has passed, and the seller theeverstore_1 still hasn't submitted the item to the post office for shipping.

On June 13th, I notified eBay that the seller hadn't shipped the item. eBay (a robot) responded, "Expect the item to be in transit."

Since I paid for the item via PayPal, I opened a case through PayPal and requested a refund of $68.85.

PayPal requested the tracking number from eBay and received the same tracking number 1Z14V534YW18751642.

PayPal said they would make a decision on July 3rd. I also sent PayPal tracking information for tracker 1Z14V534YW18751642, and that the seller theeverstore_1 isn't responding to messages on Ebay and hasn't refunded my money.

It's now July 4th, and PayPal told me they'll notify me by July 11th.

Then I started having problems logging into my PayPal account—I stopped receiving text messages on my mobile.

I admit I was upset—these shoes were a gift for my mom.

Then I checked who owns PayPal, and it's owned by Ebay.

In short, I think this is a scam by theeverstore_1, and Ebay/PayPal isn't on the buyer's side. All those Ebay and PayPal guarantees aren't worth a dime. After all, PayPal charged me a commission for the payment, and Ebay charged the seller theeverstore_1, and Ebay benefits from sellers!

It's a waste of money, but I'll be buying from Amazon now; they charge money after shipping through their warehouse.

I consider theeverstore_1 a scammer; beware of buying from them.

Then I checked who owns PayPal, and it’s owned by Ebay.

I am sorry, but... while PayPal has relation to Ebay (and Elon Musk with Peter Thiel) what does tell it's owned by Ebay today?
Though, they were directly related to each other, today PayPal now is supposed to be independent, traded publicly as PYPL.

For instance, let's check some public historical evidence:

PayPal was founded in 1998 when, as the company puts it, “money meant paper and coins.” Originally named Confinity, PayPal developed an early focus on digital payments for consumers and businesses. Its mission was to create the world’s first digital payment platform that would make money work faster and better. Peter Thiel, of Confinity, was among PayPal’s founders.

The payments platform experienced explosive growth, adding more than one million users by 2000. At that time, many users completed transactions within e-commerce and auction site eBay (EBAY); approximately 40% of all eBay transactions involved PayPal.

Confinity’s PayPal merged with X.com, an online bank co-founded by Elon Musk, in March of 2000. PayPal went public in February 2002, raising $70.2 million in its initial public offering.
...

In October 2002, eBay acquired PayPal for $1.5 billion, making PayPal the official payments provider for eBay.

PayPal continued to grow. By 2011, it had more than 100 million active users in 190 markets and 25 currencies. In 2013, the company acquired Venmo, the digital wallet of choice for millions of college students and small businesses, and the cross-border payments platform Xoom in 2015.

In 2015, eBay spun PayPal off into an independent company, but continued to use its services. PayPal shares began trading on the Nasdaq exchange under the ticker symbol PYPL.
