Fining the data centre (an amount far more than cost of doing business can allow), shuttering it until they show compliance, and instituting daily discharge checks at metas expense would be a reasonable start too.
CEO criminal charges should also be considered.

There are no wealthy red states, the only thing stopping Texas from being a welfare state is them refusing federal aid and fucking their poor even harder out of spite.
