Given climate change increases the likelihood and severity of similar extreme weather events, here's a related article:

As the global climate crisis worsens, an increasing number of people are being forced to flee their homes due to natural disasters, droughts, and other weather events. These people are sometimes called “climate refugees”. ... The Ecosystem Threat Register (ETR) released in September 2018 by the Institute for Economics and Peace (IEP), an Australian international think tank, points out that at least 1.2 billion people could be displaced by these threats by 2050.

Twenty thousand years of this. Seven more to go.

And Libya is right next door to Niger, which is suffering from that huge coup a month ago, so it's unlikely any climate refugees from the flood even have anywhere to go. Perhaps they'll try to cross the Mediterranean into Europe, but as we've seen happen with other refugees, they'll likely be allowed to just die.
