I checked the pH it was around an 8 so I lowered it to around a 6 and added a small amount of maxigro hydroponic fertilizer which would provide more phosphorous and potassium to the water. I run the pump for about an hour a day to help move and oxygenate the water.
I think the duckweed is outgrowing the azolla at this point, but it's going to take another week of visual change to be sure.

I think it's because of the maxigro, I added the nitrogen to water, providing even more ideal conditions for the duckweed. Thankfully I still see parts of the azolla as green, but I've been playing close attention, and for sure the duckweed is outgrowing the azolla.
I doubled up the lights on top which should now provide more light. I've kept them on for about 8-10 hours a day.
If still it doesn't seem to improve in 2 days I have a more powerful light I'll have to try to use. It could be light levels, but they seem pretty bright.

Another thing to mention, when I received the azolla, all of the roots had detached from the plants and fell to the bottom, you can see in some images. So I noticed roots are starting to grow back which I think may be a very good sign. It's hard to get a good image, but you can just see some from this perspective.
