If this helps anyone, I find the trick is to set a small goal.
I dont have to clean the whole room/house/garage/kitchen/whatever.
I just have to do one small thing then I can be done. (Take out garbage, empty dishwasher, start laundry load).
If you inly get one thing done, great! You got one thing done. More often then not it spurs me to keep going, but even if I don't, I still got one thing done.

Adding to this, find a seam. Find a small enough task to get the ball rolling and feel good about yourself about having accomplished the small task.
Use the momentum to do more.

If this is a lifelong or long term difficulty then consider getting checked for an underlying medical issue, like ADHD or depression.
