Maybe I'm missing something but when you strike a tanker you either
A. Strike the engines, where civilains are working
B. The cockpit, where civilians are working
C. Cargo, which in this case is oil, then goes where, into the water and kills everything?
Seems like a "military target" where only innoncents are hurt. Then again; I guess that's all war.
