Not on a government-level, it's just a policy of some of the big supermarkets and their subsidiaries.

I thought they were already banned don't they ID when you buy energy drinks?
I bought one energy drink once in my 30s and felt terrible afterwards, I have no idea why people buy these things. Just have a cup of tea or coffee. But yeah don't be giving them to little kids, they're annoying enough as it is
