Its not even really an AI problem. Prior authorization is being used as a roadblock to reduce service. If AI starts magically making perfect judgements and returning a higher level of service, well thats more expensive and that just wont do. Theyll keep tweaking the AI behind the scenes until it approves as much as they want to pay for.
