Parsing that as "His focus is on (degrading the Iranian ability to terrorize the world), to ((hold world commerce hostage as they are doing right now), and to (prevent Iran from getting nuclear weapons))". Holding world commerce hostage to manipulate markets does sound like part of the administration's intent, but they accidentally said the quiet part out loud!
