I had a not the onion moment with this one. Regulators believing that asbestos would not get grinded up when mixed with an abrasive material that is regularly being churned by little kids and cats ... I thought it had to be satire, but alas no.
I more believe that this was wilful ignorance than stupidity, those regeulators are bound to have heard of sandpaper. Any excuse to not have to do anything is good enough.
