Mistral is a European AI company.

According to the original report:

“The model offerings are undergoing revision, especially in light of availability of open-source and EU sovereign models from sovereign cloud providers recently contracted by the European Commission,” the European Commission's press service said.

That paints a different picture than the headline, but it doesn't serve OP's desired propaganda narrative.

but it doesn’t serve OP’s desired propaganda narrative.

Better that than government employees putting secret information into the free version of chatgpt

Does it means, runs the open version of llama/GPT or even Qwen or does it send data to foreign servers ?

The answer is in the article: local models and the option to use external ones.

I mean of course they're not going to start from zero, and AI still isn't clean and good just because it's made in EU, but at least they'll be using European servers.

Also, they're not just blindly taking these models over, as the article points out.
