Selling at a loss is generally an anticompetitive strategy to get market share over those who cannot afford to so I would generally disagree on that.

What do you mean milk? Steam didn't set the prices of your games, the developers and publishers do.
They also don't require that you buy their hardware, and release steam OS for free.
