Wait a minute. This means that their data and justification for this planned strike was so flimsy, and that the only reason those people were targeted was because they LOOKED Muslim. They had no evidence at all that they were "terrorist", as otherwise the very very first thing they would discover is that they were Settler Activists.
They saw a group of people from far or satellite or whatever, they looked Muslim, they immediately prepared to target them with a strike, and only THEN started reconnaissance at which point they discovered they were settlers. Basically, they're targeting whoever looks Muslim.
