It would take over 42 hours to reach this step, where the person entered an invalid code immediately upon the lockout timer expiration. Seems unlikely for a kid to be able to do, if you mean a kid taking someone's phone and playing with it.

Yeah, I guess the backoff stages would prevent resetting the phone, but it would still be pretty easy for a kid to make the phone unusable for several hours.
