Yes it's damn hot out, but this article is misleading. This is about radiant heat, not actual air temperature.

I think that's the point though, that the app can be misleading as to the needs of the people using it, especially in regards health.
Or, “What’s the right mix of things that will actually reduce the likelihood of heat-related illnesses?”

No, the weather app lies: It tells you the air temperature (shadow), but ignores radiant heat.*
Urban heat islands are a thing (increase the air temperature by at least 2 Kelvin) and can be easily be explained with this article.
Interestingly, putting grass on things doesn't seem good enough. Ultimately, must-be-exposed solar panels will be the next issue.
*) Actually, what makes the weather hot is not the temperature but it's dew point.
