"No stupid questions" was originally made as a space to ask questions that other communities might call you a moron for not knowing due to the perception of them as common knowledge/sense, so in that way any ask community outside of "no stupid questions" is "yes stupid questions" :p
No, stupid questions are ones asked that could be answered by the information the answerer already has questioned with just a little laziness, intellectually.

Yes, stupid questions are ones that could be answered by the information the asker already has with just a little thought. Its intellectual laziness
That's often confused with ignorance, where you lack some unknown piece of information to complete the puzzle
