From what I know, it's much worse with Russian missiles. They launch 10, and only one targets a military object. Other 9 are there to overwhelm the AA defense, it doesn't matter what they target: a kindergarten or a hospital. Heard it in Tbilisi bar for a deserter. Don't know if it's true or not

It's terrorism when Iran kills a journalist, but when it's done by Saudi Arabia -- it's not.
Also it's terrorism when Russia strikes novoposhta, but it's not when Ukraine strikes wildberries

One could reasonably attach the "terror" moniker to any attacks on nuclear infrastructure, residential areas, schools, hospitals, etc.
Places Russian cruise missiles have a habit of exploding. You decide if that's intentional, or incompetence. Neither paints a great picture.
