Ukraine has demonstrably and verifiably taken significant effort to maintain good target discrimination; there is zero possible utility for them to intentionally target civilians - and I do mean civilians specifically, not just “civilian targets” which may or may not have a dual military / military production support use.
Ukraine is actively bombing civilian targets lately such as Russian webshop warehouses. The Reuters article does not state the drone was intercepted as far as I can read.
"dual-purpose" a nice excuse to bomb all civilian targets.

You are suggesting that selling tacticool camo outfits makes it a military target.
