Turns out all you need to remove most hostile "arm rests" like this is a cordless impact, a set of star/hex/torx bits up to 1/2in wide, and about 30 seconds once you get the bolt placement memorized and your motions planned out. Get an angled bit holder if you want to be able to move into odd angles.
Not that I would know from first hand experience, of course. "Vandalism" is.... Wrong?
Dark clothing and 3am make for interestingly empty streets with plenty of alleys to disappear into if you're familiar with the area.
