Probably not at only 400 employees. I honestly wouldn't expect them to be contenders I just feel they'd do it well.
They could always do it Fallout: New Vegas style, guide the development but let another studio do the actual work.

Thats the one silver lining in this I guess. That they were more intrested in the sports IPs, so they'll sell off the iced stuff.
A dead space game in the RE engine at the scale of RE2R would be so cool, i still remember how nasty shotgun wounds on zombie faces looked lol.

It'd be a lot easier to run on lower end PCs than Dead space 2023, too! but I'm definitely not hopeful Capcom would take it over
