You're right that nornally, these sorts of announcements are "hall passes" where the party gives certain members permission to appear moderate in order to win elections, while still getting their agenda passes. This feels different, somehow, engineered so that Cassidy takes the brunt of GOP rage over it, since he's not on the ballot anymore.

They don't need her vote to confirm him, so she can play pretend she's a maverick bucking the Trump push to fascism.

Her and Collins only come out against something if they're sure it'll pass without their support.
That means at the time of her statement, the votes had already been whipped.
And lo and behold, by the time of my comment, it has been confirmed that Cassidy will support.
