This problem has been solved ages ago (literally), just look at the scooter... It has no lights... (That glowing sticker on the back doesn't count)

It's a bit different with scooters, because even if you have a rear light, it's at ground level and a lot less visible.

I’m assuming you do not know what to face means. Saying to face fine means that if you don’t do something or break rules, you have to pay a fine. Like a monetary penalty.
