Can we get everyone in Colorado to pee in the river?

Interesting research about how the continent's water conveyor belt operates. It turns out that when the farmers in California's central valley irrigate fields, that increases the rainfall to the Colorado River by 25% and raises the amount of water for agricultural irrigation in Arizona by 50% plus.
In California, during droughts, the water projects often fail to deliver enough water so farmers have turned to wells and the underground aquifer. The whole system is struggling with a crisis.
AND, when the Colorado river fails to deliver enough water to southern California, they take more water from the water projects in the central valley reducing the water entering the cycle, so this is a feedback system.
