Supposedly the vast majority of vape shops are fronts for other "businesses".

Vape shops are chosen because you can get a counter's worth of inventory for far cheaper than pretty much any other product. The product is also small, so the actual space needed for the shop itself is very small, leaving more space for the "real" business.

Yes, also American candy shops. Both are all over London and never pay tax apparently
