I just happened to encounter that ban in the modlog. My initial guess it was a mod of several communities (but not an admin) that didn't like a link post discussing China's Uyghur camps, so they just spam clicked ban from every comm they mod.

Can Lemmy admins not just block external users from their site?

The long list of comms is a workaround for a federation bug when an admin site bans a user, after an admin site bans you a script executes and bans you from any comm youve interacted with on that instance to ensure the ban federates
