In North Korea they have entire museums dedicated to painting USA soldiers as the sort of demons from hell who eat raw babies if you leave the window open at night:
So obviously they can't turn around and tell their citizens "the threat that enables our regime is gone now".

Also, I seriously doubt China would allow the US to establish friendly relations with North Korea.
