I agree with you, but this did not happen at a school. This was at a child's birthday party which had the misfortune of being held nextdoor to a cop's house. Don't worry though, the court ruled that the cop was not at fault because, at the time his dog was mauling his neighbors, the cop was acting in his official roll as an officer by cleaning up shit and piss inside while his dog was outside acting in its own official capacity as an officer.
