Under Explore on People section, there's an All directory (instanceURL/instance/all/people - e.g. https://piefed.social/instance/all/people), then add their PeerTube handle on Add people page (instanceURL/instance/add_people)
When viewing a PeerTube channel, under VIDEO CHANNEL there's their name and under it their @ if you click their handle will be copied

Additionally, Peertube channels are treated as communities on Lemmy and magazines (the equivalent of communities) on Mbin, and you can follow people similar to what PieFed recently introduced on both Mbin and Friendica, this last one also communities-capable but I haven't tested extensively.
