Mussolini really wanted to anger every part of Italian society.

Context: In the late 1930s Mussolini decided pasta was too dependent on foreign wheat so he pushed Italians to eat rice instead. The people were not exactly thrilled. This meme is just a dramatic chess move for a policy that made him really unpopular at dinner time.

No, they tried to push propaganda to make people eat more rice but were 1) openly mocked and 2) they never made pasta illegal despite being fully capable of doing so.
