The answer is just yes.
They would charge you and it would be a flimsy piece of bullshit that you might or might not escape the justice system without too much harm from. Because they still gotta pretend, but not that hard.
If things get kept to just placing bags atop them and access to them isn't prevented utterly through whatever means, eventually they won't have to pretend.
If the cameras are rented by the police, they could try to get you on obstructing police business. This hasn't been tested yet afaik though, so the charge might not stick
