The grand jury concluded that there is not sufficient evidence to charge anyone criminally because “nobody will take responsibility” for the decision to send the money to Hope Florida or “had any memory of who made it.”

Can you imagine stealing $10 million, getting caught, and then having the prosecutor say, "Well, shit. If nobody is gonna take responsibility, I guess you're all free to go! You sure you don't remember how it happened? Actually, who cares lol, enjoy your day."

A grand jury is made up of judges, actually. There was no other jury because they didn't advance the case.

Not sure of laws near you, but grand juries are still made up of citizens here in the USA. The difference is that their purpose is essentially to decide whether the state has a strong enough case to take to trial or not, rather than the petit jury most people are accustomed to, which aims to determine innocence or guilt of a crime.
