Ultimately, we will hopefully get the glorious endless motor utopia depicted in that episode of Dr. Who in New New York. Born on the highway, die on the highway.

Then expand the Birmingham ULEZ.

It is Birmingham in the UK, not Alabama - as was my first thought.
I hate comparing pro-pedestrians improvements to a war.
There is no causalities, nor losers.

It's (by English standards) a big city, so it has a substantial contingent of ricky-racer needledicks who drive at 60 on narrow residential streets. Let 'em whinge. I'd say that anyone caught driving over 30 mph over the speed limit in a populated area should have their vehicle crushed into a cube while they are filmed watching it. That'd be good evening entertainment.

There are casualties, all the people injured or killed by car drivers.
In terms of conflict, you need to understand the suburban car dependency model as exploitation of urban areas. Without this constant exploitation, suburbia would be abandoned (bailouts are a separate issue.)

For me riding my bike sometimes feels like and is dodging death by cars.
They are sniping with bullets that weigh tons.

It's the framing that anti-bike/transit types have been using since the 2010s. Supporters are adopting it to argue there should actually be a war on cars.

I do want to wage war on the motorists though! Sounds fucking rad
